PAPPG 24-1 Supplement 2

On January 22,, 2026, NSF issued to its current Proposal and Award Policies and Procedures Guide (PAPPG), which includes the following changes to proposal submission requirements:

3. Data Management and Sharing Plan

is revised to specify the requirements on Research.gov for applicants to follow for submission of their data management and sharing plans. The following underlined text replaces previous text and strikethrough text is removed in the sections as specified:

(ii) Data Management and Sharing Plan (DMSP). Proposals must include a DMSP created using the tool implemented on Research.gov. a document of no more than two pages uploaded under 鈥淒ata Management and Sharing Plan鈥 in the supplementary documentation section of Research.gov. This supplementary document should describe how the proposal will conform to NSF policy on the dissemination and sharing of research results (see Chapter XI.D.4). Recipients are required to share all data supporting NSF funded publications at the time of publication. Exceptions to this sharing requirement must be described and justified within the DMSP.

Note: The research.gov DMSP tool referenced above will be implemented as a webform for proposals submitted on or after April 27, 2026:

  • The webform will be generated based on the primary Directorate of the proposal鈥 selected at the time of proposal creation.
  • The webform must be completed to submit a proposal unless a justification is provided explaining why a detailed DMSP is not needed. 鈥
  • Documents uploaded before April 27, 2026, will be accessible on the Data Management and Sharing Plan鈥檚 page.
  • However, once data is saved in the new form, the previously uploaded PDF will be overwritten.
  • If your proposal is submitted on or before April 27, 2026, a proposal file update is not required.

On December 8, 2025, NSF issued to its current Proposal and Award Policies and Procedures Guide (PAPPG), which includes the following changes to proposal submission requirements:

The American Security Drone Act of 2023 prohibits use of NSF funds on or after December 22, 2025, to: (1) procure unmanned aircraft systems (drones) that are manufactured or assembled by a covered foreign entity; or (2) in connection with the operation of such a drone or unmanned aircraft systems.

Recipients are required to share all data supporting NSF funded publications at the time of publication. Exceptions to this sharing requirement should be described and justified within the DMSP.

NSF has increased the budget caps on the following funding mechanisms:

  • Planning: from $100,000 to $200,000 per year.
  • RAPID: from $200,000 to $300,000 for up to one year.
  • EAGER: from $300,000 to $400,000 for up to two years.

A proposal may be returned without review when it is is not responsive to the NSF funding opportunity or does not contain sufficient content to permit effective merit review.

 

Important Notice No. 149: Updates to NSF Research Security Policies

On November 24, 2025, the National Science Foundation (NSF) provided updates for its . Policy updates affecting proposal submission include:

  • Research Security Assessment and Required Recipient Documentation: Effective December 2, 2025, NSF reserves the right to perform risk assessments, using analytical tools, of proposals and awards submitted to the Foundation to assess nondisclosures of required information from senior/key personnel, and establish other policies and procedures for identifying, communicating, and addressing security risks that may threaten the integrity of Foundation-supported research and development.
  • Research Security Training: Effective December 2, 2025, NSF requires research security training certifications from proposers and individuals identified as senior/key personnel by the proposer. This certification is included in the proposal certification page, as well as the biographical sketches and current and pending support documents for named senior/key personnel. 小黄片视频 employees who participate in an NSF proposal as senior or key personnel submitted on or after December 2, 2025 can complete the Research Security Training (Combined) - Basic Course in CITI to meet the new training requirement. To access the training, please follow the instructions posted here. Training must be completed within 12 months prior to proposal submission.

What This Means for Senior/Key Personnel on NSF Proposals

  • Failure to complete research security training prior to proposal submission will result in removal from the proposal or delay in/cancellation of proposal submission.
  • Biographical sketches and current and pending support documents generated from SciENcv prior to December 2, 2025 are no longer compliant because they do not include the mandatory research security training certification. New versions must be generated from SciENcv for inclusion in any NSF proposals going forward.
